최초의 범퍼는 자동차 앞쪽에만 쇠막대기를 단 것이 전부였다. 시간이 지나면서 충격을 흡수할 수 있는 스프링식 범퍼가 나타났고, 현재는 쇽업소버식 범퍼와 탄력성이 큰 우레판폼을 넣어 만든 가벼운 플래스틱 범퍼가 유행하고 있다.  외제 고급차에 주로 달려있는 쇽업소버식 범퍼를 30마일 범퍼, 소형승용차에 사용하는 우레탄폼 범퍼를 5마일 범퍼라고 부르는데 30마일이나 5마일 스피드에서 충돌했을 때 차체가 손상을 입지 않는 범퍼라는 뜻이다. 이제는 안전도의 개념을 넘어 차의 미관을 돋보이게 하는 디자인 개념까지 포함하고 있다.
범퍼가 맨 처음 등장한 것은 1897년 체코슬로바키아의 임페리얼 넷셋돌프 자동차회사가 만든 프레지던트 차였다.  그러나 이듬해 5월 오스트리아의 수도 비엔나까지 달리는 첫 로드 테스트에서 20Km도 못가서 떨어져 나가는 바람에 팽개치고 말았다. 그 후 1918년 미국인 웨스트코트가 시카고에서 디트로이트로 자동차부속을 사러 차를 급히 몰고 가다가 어느 산모퉁이에서 마주오던 차를 피하지 못해 바위를 들이받고 크게 부서졌다. 그런데 마주오던 차는 차앞에 각목을 가로질러 대고 그 위에 사냥한 노루 두 마리를 실었기 때문에 큰 나무와 충돌했으나 전혀 부서진 데가 없었다. 이것을 본 웨스트코트는 그의 공장에서 만든 차에다 1919년부터 차체 앞뒤에 쇠막대형 범퍼를 달아서 팔았다. 이것이 범퍼를 실용화시킨 시초였고 1924년 허드슨 자동차회사의 현장 종업원이 충격을 완화시키는 스프링식 범퍼로 개조하여 인기를 끌었다.
쇽업소버를 단 충격흡수식 범퍼는 스웨덴의 볼보 자동차에서 1960년부터 개발하여 1974년에 실용화시켰다. 우레탄폼의 플래스틱 범퍼는 독일의 폴크스바겐이 새 모델인 골프에 달아 1978년부터 시판한 것이 처음이었다. 

The first bumper was to have an iron bar in front of the car. Spring-loadable buffers appeared over time, and are now in favor of lightweight plastic buffets with shock up-sorber and high-throughput urepan.  The urethane foam bumper used in foreign-automobiled cars is called the 30 mile bumper and the small car bumper, which does not damage the car when it strikes a 5 mile bumper. Now, it is not just a concept of safety, but also a design concept that complements the beauty of the car.
Bumper first appeared in 1897 with the president's car company Imperial Nesset Dolph in Czechoslovakia.  However, in May of the following year, he failed to pass the first road test to Vienna, Austria, and threw it away. Then in 1918, while rushing to Detroit to buy auto parts from Chicago, the American Westcourt was unable to avoid a car and crashed into a rock on a mountain corner. The oncoming car collided with a big tree with two roe deer, crossing each tree in front of the car, but did not break anything. Seeing this, Westcourt sold his factory made car with a metal bar bumper at the front and back of his car since 1919. This was the first time that the bumper had been commercialized and became popular in 1924 by on-site personnel at the Hudson Motors, converting it into a spring bumper that helped relieve the impact.
Impact absorption bumper with shock absorber was developed from 1960 by Swedish Volvo Cars and became practical in 1974. Uretanpom's plastic bumper was the first to be sold by German Volkswagen AG in 1978 on its new model golf.
