최초의 관광버스는 증기 엔진 버스를 개조한 것으로 양쪽 보디를 개방하고 운전석과 객석 사이를 유리로 막았으며 뒤에 유리창을 내어 밖을 내다볼 수 있게 했다. 평탄한 길에서는 시속 16km의 속도를 냈고 하루에 6시간씩 달렸다. 화물은 승객 1인당 20kg 이하로 제한했다. 영국의 토머스 쿡 상회와 프랑스의 아메디 볼래사가 공동으로 운행했고 코스는 파리를 출발해 엑스레방, 풍테블로, 아바론, 디종, 생로랑, 제네바 등을 거치는 6일짜리 대륙여행 코스였다.
