자동차가 인명을 앗아간 교통사고를 처음 낸 것은 1834년 영국에서였다. 스콧 러셀이라는 귀족이 만든 증기버스가 승객21명을 태우고 달리던 중 커브길에서 돌무더기를 들이받고 옆으로 넘어졌는데, 엔진 보일러가 폭발해 화부와 승객 두사람이 현장에서 숨을 거뒀다.
당시 자동차는 요즘의 휘발유나 디젤 엔진과는 달리 석탄으로 동력을 얻는 보일러식 증기엔진을 달고 있었기 때문에 상당히 위험했다.
뿐만 아니라 이 증기 차는 검은 석탄 연기를 뿜고 다녀 집밖에 내놓은 빨래를 더럽혔고, 무쇠로 만든 바퀴는 도로를 파헤쳤기 때문에 서민들로부터 미움을 샀다.
더구나 당시 대중교통 수단이였던 객마차와 기차를 운영하던 업자들에겐 손님을 빼았는 위협적인 경쟁자이기도 했다.그런데 인명 사고까지 나자 서민들과 객마차·기차 업자들은 증기차 운행을 억제하라고 의회에 강력 요구하고 나섰다.이들의 항의를 견디다 못한 의회는 증기차 운행 세금을 마차나 기차보다 10배 높게 조정하는 한편, 1865년 ‘적기조례(red flagact)’라는 세계최초의 도로교통법을 선포했다.

Moreover, he was a formidable competitor who took away passengers from passenger cars and railway operators, who were then a form of public transportation.After the fatal accident, however, the working class, passenger car and train operators strongly called on Congress to curb the use of steam cars.Unable to withstand their protests, Congress adjusted steam tax rates 10 times higher than wagons or trains, and declared the world's first ever road traffic law, the Red Spot, in 1865.
