기차나 전차처럼 한정된 괘도만 타고 다니는 것이 아니라 길만 있으면 어디라도 빠른 속도로 자유분방하게 다닐 수 있는 자동차가 계속 늘어나면서 이런저런 사고를 연발하자 총독부에서는 차를 통제하는 ‘제 1차 자동차 취체규칙’이라는 법을 만들어 1915년 7월에 공포했다.

전국의 자동차 보유대수 80대, 서울에만 50대가 운행될 무렵 총 29조 61개 항목으로 구성된 이 최초의 자동차 관련법은 미국과 일본의 자동차법을 조선 실정에 맞도록 보완 수정한 것이었다.

이 최초의 자동차법에는 오늘날 자동차법의 기본이 된 사항들이 많이 들어 있었다.

내용은

① 자동차 영업을 하려면 영업허가와 함께 자동차 사용허가를 받아야 하고

② 자동차가 갖추어야 할 구조기준법을 지켜야 하고

③ 구조기준법에 합격한 차는 경찰에서 발급하는 도 단위 번호판을 앞뒤에 달아야 하고

④ 매년 두 번 자동차 검사를 받아야 하고

⑤ 개조 후 허가를 받아야 하고

⑥ 각 도별 운전면허시험에 합격해 운전면허증을 받아야 하고

⑦ 운수업자는 운전수와 차장의 고용허가를 받아야 하고

⑧ 시내에서는 시속 13km, 시외에서는 시속 19km를 넘지 않아야 하고

⑨ 운전수는 필히 면허증을 휴대하고 우마차나 사람에게 경음기를 사용하지 않고

⑩ 50m의 차간거리를 지켜야 한다는 것 등이다.

이밖에 만취한 자나 전염병자 또는 걸인을 태우지 말고, 승객은 몸을 차창 밖으로 내밀지 말 것이며, 차 안에서 고성방가를 금하는 조항도 있었다.

운전자들은 이상의 자동차 취체규칙을 위반할 경우 100원 이하의 벌금이나 구류형에 처해졌다.
