우리나라 최초로 운전면허를 취득한 사람은 서울 낙산에 살던 이용문씨이다.
1913년 서울 낙산 부자 이봉래씨와 일본 청년 곤도 그리고 장사꾼 오리이 3인이 합자해 20만원으로 첫 자동차회사를 세웠으나 운전사가 없었다.
생각끝에 용산에다 최초의 자동차학원을 세워 학생들을 모집했으나 응시자가 없어 월급과 성적이 우수하면 보너스까지 주겠다는 조건으로 겨우 10명이 들어 왔다. 이들중 유일한 한국사람인 이봉래씨의 아들 이용문씨가 운전을 배워 우리나라 운전면허 1호가 되었다.
초기에는 교습소 수료증으로 운전면허를 대신 하였으며, 운전면허시험은 1915년부터 경찰이 필기 시험만 실시하여 합격자에게 "자동차 운전수 감찰" 이라는 마패 같은 것을 주어 반드시 가지고 다니게 하였다. 학과와 실기시험 그리고 사진이 붙은 면허증은 1919년부터 생겨났다.

In 1913, Lee Bong-rae, a rich man of Naksan in Seoul, a young Japanese businessman, and the three others built the first car company with 200,000 won, but there was no driver.
Eventually, the first car institute in Yongsan hired students, but only 10 people came in on condition that they would give bonuses if they received good pay and good grades because they did not have enough applicants. Lee Yong-moon, the son of Lee Bong-rae, the only Korean man in the country, learned to drive and became the nation's first driver's license.
At first, he applied for a driver's license with a teaching certificate, and since 1915, the police have only tested in writing and gave the successful candidate something called a " driver's license " to carry out. Licenses with departments, practical tests, and photos have been issued since 1919.
