1865년 영국의 빅토리아 여왕은 최초의 자동차 법규인 "적기조례(붉은 깃발법,Red Flag Act)"를 선포 하였다.
이의 내용으로는
① 1대의 자동차에 3인의 운전수를 태운다. 그중 한명은 낮에는 붉은 깃발,밤에는 붉은등을 가지고 55m 앞을 달리면서 자동차가 온다는 것을 알려야 한다
② 최고속도를 6.4km/h 이하로 하고,시가지에서는 3.2km/h로 한다
③ 2톤 단위로 세금을 물고 시경계나 주경계를 넘을 때는 도로세를 내도록 한다
④ 밤에는 촛불이나 가스불을 달고 운행해야 한다.
등으로 되어 있었으며. 이 칙령은 1896년까지 존속하였다.
당시 최고 시속 40km로 달리던 자동차를 6.4km/h의 속도로 제한하므로서 영국의 자동차 산업을 얼어 붙게하는 계기가 되었으며, 1986년 이 법이 폐지되기는 했으나. 이 때는 이미 프랑스등 다른 국가들의 자동차 산업이 본 궤도에 오른 후였다.
