자동차 구입비가 가장 비싼나라는 싱가포르이다.
이 이유는 교통교통의 혼잡을 막기위해 차량 대수를 소위 COE라는 것을 통해 정책적으로 통제하고 있기 때문이다.
COE 란 Certificates of Entitlement 란 뜻으로 자동차 등록증정도로 해석하면 될 것같다. COE없이는 자동차를 구입할수가 없기 때문에 자동차를 구입하고자 할 경우 COE를 같이 구입해야하는데 공급은 한정되어 있고 수요에 따라 COE 가격이 유동적이다. 2000년 4월 현재 COE는 약 40,000S$ (2,600만원 정도) 한다.  결국 자동차 값은 자동차값+COE 가격이 되기 때문에 자동차 구입가는 자연히 세계에서 가장 비싸게 된다.
유효기간은 자동차 등록일로 부터 10년이며 차주는 유효기간 만료전에 다시 연장을하여야 한다. 10년이후 폐차 할 경우 COE에 대한 프레미엄에 해당하는 (PARF라고 함) 금액(보통 S$ 12,000)을 돌려 받을 수 있고 10년을 다시 연장 할 경우에는 그에 해당하는 추가 COE가격을 지불해야 한다.
부자만이 차를 탈수 있는 이유가 여기에 있다.

This is due to the policy control of the number of vehicles, known as the COE, to avoid traffic congestion.
We can interpret it as a car registration card, which is the definition of COE. Since vehicles can not be purchased without the COE, the COE must be purchased together to obtain a COE ; supply is limited and the COE pricing varies with demand. As of April 2000, the COE should be approximately $ 40,000 (26 million won).  As a result, the price of cars becomes the price of cars plus the price of the COE, automobile buyers naturally make them the most expensive in the world.
The expiration date is 10 years from the date of registration of the car and the owner must extend it before the expiry of the valid period. Amount equivalent to premieres to the COE if disposed of after 10 years (usually $ S12.2) can be refunded and the COE payout should be extended by another 10 year.
That's why only rich people can drive cars.
